Homeowners often confuse what Ameren owns with what the homeowner is responsible for. The line is clear: Ameren owns the meter itself and the service drop (the wires running from the utility pole to your home). Everything else on your side of that connection point belongs to you.

Meter base (meter socket). The metal enclosure mounted to the exterior of your home where Ameren’s meter plugs in. It contains the jaw contacts that grip the meter, the bus bars that carry current through to the service entrance cables, and the weather seals that keep moisture out. A 200A meter base is the current standard for most residential installations. Older homes may still have 100A or even 60A meter bases that are undersized for modern electrical loads.

Service mast (meter riser). The rigid metal conduit that extends vertically from the meter base, often through the roofline, to meet the utility’s service drop. The mast supports the weight of the service drop conductors and houses the service entrance cables from the weatherhead down to the meter. Mast installations must meet minimum height clearances set by the NEC and by Ameren Missouri’s specifications: typically 18 to 36 inches above the roofline, with the service attachment point high enough to maintain proper clearance over driveways, walkways, and adjacent structures.

Weatherhead. The fitting at the top of the service mast that prevents rain and debris from entering the conduit. The homeowner’s service entrance cables extend approximately 36 inches out of the weatherhead to meet the utility’s service drop conductors. A cracked, missing, or improperly sealed weatherhead allows water to travel down through the mast and into the meter base, corroding connections and creating arc fault conditions over time.

Service entrance cables. The conductors running from the weatherhead through the mast, through the meter base, and into the main breaker panel. On overhead services, these are typically Type SE (service entrance) cable or individual conductors in conduit. On underground services, they run from a pad-mounted transformer through buried conduit to the meter base. Undersized, damaged, or corroded service entrance cables restrict current flow, generate excess heat, and fail inspection.

Grounding electrode system. The ground rod (or rods), grounding electrode conductor, and bonding jumper to the water main. Every repair or replacement that involves opening the meter base or service panel triggers a grounding system evaluation under current code.

Some failures are obvious. A mast bent at a 30-degree angle after an ice storm is not something you need a diagnostic visit to identify. But most service equipment deterioration happens gradually, and the warning signs show up inside the house before the exterior damage becomes visible.

Flickering or dimming that affects the entire house. When a single fixture flickers, the problem is usually at the circuit level: a loose connection, a failing switch, or a bad ballast. When every light in the house dims simultaneously and then recovers, the problem is upstream of the panel. Corroded meter base connections, loose jaw contacts, or deteriorated service entrance cables all create intermittent resistance that causes whole-house voltage drops.

Visible rust, corrosion, or physical damage on the meter base. Surface rust on the enclosure housing is cosmetic in the early stages. Structural rust, where the metal flakes, flexes, or has developed holes, means the enclosure has lost its integrity and no longer provides adequate protection for the electrical connections inside. Corrosion on the bus bars, jaw contacts, or lug connections inside the meter base is a more serious condition because it creates resistance, heat buildup, and arcing potential.

Burn marks, discoloration, or a burning smell near the meter. These indicate active arcing or overheating at a connection point. This is an emergency. Do not touch the meter base. Call Ameren Missouri to report the condition and call Pure Home Electric for emergency service.

Buzzing, crackling, or popping sounds from the meter area. Electrical connections should be silent. Audible noise from the meter base or service mast typically means arcing across a corroded or loose connection. The sound may be intermittent, especially under heavy load when the air conditioning compressor kicks on or the dryer is running.

Water inside the meter base or running down the service entrance cable into the panel. If the weatherhead seal has failed or the mast boot flashing has deteriorated, rainwater follows the cable path down through the mast, through the meter base, and into the breaker panel. This is one of the most common causes of meter base corrosion in the St. Louis area. The damage is cumulative. By the time a homeowner notices water staining inside the panel, the meter base connections may have been corroding for months or years.

Ameren or your insurance company flagging the service equipment. Ameren’s meter technicians occasionally flag damaged or non-compliant meter bases during routine meter reads or smart meter installations. Insurance inspectors doing four-point or wind mitigation inspections may also require service equipment replacement as a condition of coverage or renewal.

Not every problem requires a full replacement. Some service equipment issues can be repaired in place without pulling the meter or coordinating with Ameren.

Repairs are appropriate when the issue is a failed weather seal on the meter base cover, a cracked conduit fitting, a loose mast bracket, or a weatherhead that needs resealing. These are component-level fixes where the core equipment (the meter base itself, the mast, the service entrance cables) is still sound and properly rated for the home’s service.

Replacement is necessary when the meter base housing has structural corrosion or physical damage, when the internal bus bars or jaw contacts show heat damage or pitting, when the mast is bent or pulling away from the structure, when the service entrance cables are undersized or have damaged insulation, or when the equipment is rated below the home’s actual or planned electrical load. A 60A or 100A meter base on a home that needs 200A service cannot be repaired into compliance. It has to be replaced.

We make the repair-or-replace call on site during the estimate, and we explain exactly why. If a $200 seal replacement solves the problem, we aren’t going to recommend a $1,500 meter base swap.

How Meter Base and Service Equipment Replacement Works

The process is similar to a full service upgrade, but the scope may be narrower depending on what needs to be replaced.

We inspect the service equipment on site and document the condition of each component: meter base, mast, weatherhead, service entrance cables, and grounding system. We photograph the existing installation and note the current amperage rating, the type of service (overhead or underground), and any code issues that need to be addressed during the replacement.

We pull the required electrical permit from your municipality. Every meter base or service equipment replacement in the St. Louis metro requires a permit, even if the amperage is staying the same. This is not optional. Unpermitted service equipment work can void your homeowner’s insurance, create liability exposure, and cause problems in a future real estate transaction.

We coordinate with Ameren Missouri to schedule the meter pull. Ameren disconnects power and removes the meter so we can safely work on the service equipment. Once the replacement is complete, we schedule the municipal inspection. After passing, we call Ameren for meter reinstallation and power restoration.

A note on the 2023 NEC and the exterior emergency disconnect requirement: if you are replacing only the meter base, service entrance conductors, or related raceways and fittings without replacing the service panel, the emergency disconnect requirement under NEC 230.85 does not apply. The exception is written directly into the code. If the scope expands to include a panel replacement, the disconnect requirement does apply. We verify this for your specific municipality before pulling the permit.

If the meter base needs repair or replacement, the homeowner hires a licensed electrician and pays for the work. Ameren pulls and reinstalls the meter at no charge once the work passes inspection.

Does my homeowner's insurance cover meter base or mast replacement?

It depends on the cause. Storm damage (wind, ice, lightning, falling trees) is typically covered under a standard homeowner’s policy, subject to your deductible. Wear and tear, corrosion, and age-related failure are generally not covered because insurers classify them as maintenance items. Check your policy or call your agent to confirm. We provide all the documentation needed for a storm damage claim.

How long does a meter base replacement take?

Most meter base replacements are completed in half a day. The work itself takes two to four hours once Ameren pulls the meter. Total time from meter pull to power restoration depends on how quickly the municipal inspector can come out and how quickly Ameren responds to the reconnection request. In most cases, power is restored the same day.

Will my power be off during the replacement?

Yes. Ameren must remove the meter before we can safely work on the meter base. Your power will be off from the time Ameren pulls the meter until they reinstall it after the work passes inspection. We schedule the work to minimize downtime and coordinate the Ameren reconnection call immediately after the inspection passes.
